Default Luger tools

On the early luger holster there was a pocket for both the loading tool and a punch. What was the punch used for in the early lugers but was not included in the later holsters?

I believe the punch pouch was only on commercial luger(Germany at least).
It was sized to push out the extractor pin.

Other countries military holsters have at times included room for the punch; like the Dutch.
