Default Finnish M23 Rework Procedure

Gunbroker has a Finnish M23 Luger for sale,

http://www.gunbroker.com/item/605522393.

There is a hole drilled in the bottom of the bolt for gas release.

I am not familiar with the Finnish M23 Luger pistols, is this a common practice?
