These attaching hooks look similar to those on a holster for a P-1 I had, made maybe 30-40 years ago. The additions to your holster are obviously later additions, but unless someone is familiar with this specific modification, all would be conjecture. I hope there's a collector who knows. My $.02 is that it was adapted to a shoulder strap, which dictated the angles at which the straps and hooks are installed.
