Question on Russian Captured Lugers

Should all Russian captured Lugers have been reblued? Has anyone seen a Russian capture with original finish?

I have had Russian captured Lugers, which still had the original finish. I imagine that in the early stages of cataloguing captured weapons, if it was serviceable, it was simply stored as is. Later efforts refinished and renumbered parts. .
