Default Gold Plated Luger in FBI Collection

This gold plated Luger appears in a BBC News video clip of the FBI gun collection in Quantico, VA. I could not find a direct link to the video but a link to the news story on exhuming the remains of John Dillinger is here: https://www.bbc.com/news/world-us-canada-49946501

Did this gun belong to a notorious criminal? My impression would be someone with a gold tooth wearing a long, shaggy fur coat and a big, wide brimmed hat.

Speaking of J. Edgar, I know a collector who has JEH's very early S&W Chief's Special, with documentation, that was given to Hoover by the president of S&W back in 1950(?). A S&W Registered Magnum, also a gift from S&W, has apparently gone missing over the years from FBI Museum's possession, and has yet to be found. Some agent or descendant apparently has a nice illegitimate heirloom.
