Are there any books that are entirely devoted to the Swiss Lugers?

There are several.

-Vittorio Bobba's book on the Swiss Parabellum.
-Fred Datig's Monograph on the Swiss Parabellum.

And there is also Eugen Heer's 'Geschichte der Faustfeuerwaffen...', which discusses the Swiss hand guns.

Datig and Heer are interesting because at the time they lived in Switzerland, had very good contacts and access to factory archives.

Bobba's book has nice pictures

I almost forgot: Reinhard Kornmayer wrote a small book on the Swiss Parabellum. It is available as a PDF here and there.

Bewaffnung und Ausrüstung der Schweizer Armee seit 1817, Faustfeuerwaffen II, Selbsladepistolen – Christian Reinhart & Michael am Rhyn

Reinhard Kornmayer’s little book is Die Geschichte der Parabellum-Pistole in der Schweiz

All of them are not easy books to find and not a lot of use if you can't read German.
