non unit marked police
Why would a police luger not be unit marked?

Negligence. From observation only 30%-40% of the applicable Lugers actually received their unit marks.

Also, many Lugers were issued to Gemeindepolizei units, particularly in the 1934-36 time frame. There were no standing instructions about marking these pistols and most units did not. Those that did made up their own formats. Unit marking of police weapons was terminated in early 1937, so any issued after that time were unmarked.
