Default Another luger tool

Can anyone identify this luger tool please. It seems unmarked. I don't have a clue...
Is it original?, what era?, what country?

Thank you

Thanks for identifying the tool, I have a vopo luger, so maybe I should pick it up, what is a fair value? as the person who has it wants £30 ($45) is it worth it???

It's a little high, we used to see them cheap $20 but if I was selling one I'd ask $35 to $40
