Why exactly are the Australian police spending time testing these manufacturing methods? Since when is this within the scope of police work?

The authorities are all over this, they have done a similar test in Finland with the same result. From what I have heard, they're trying to figure out how to prohibit file sharing. I guess the first step is some scare tactics, like "don't try this at home".
