If noone here is able to help you with that, you may find some info on the topic at the Mauser forum ( http://www.mauserguns.com/ )

Without seeing a picture, it sounds like a Belgian Mauser. The book "Mauser Military Rifles of the World" describes a marking like yours for a Model 50 short rifle.:

"Manufacrure's markings on the receiver ring, or on the 1950 models, a crowned "B"/"ABL"/date. Apparently "L" marked specimens also exist.

Is it chambered for .30-06 with an overall length of 43.5 inches??

I recomend this book by Robert W D Ball for anyone interested in Mauser rifles. A fourth edition is coming out and Mr. Ball thinks that it will be available sometime in late November or December.
