Default SB941 in Oregon

A few years back, Oregon passed a mandatory background check law that some C& R licensees understand prohibits their transfers. Does anyone have some clarification on this issue? My take is that only 01 FFLs can transfer lugers in the state of Oregon. Can an 03 C&R dealer receive lugers from out of state?

I'd suggest you look at Oregon's laws. Try google with words like Oregon gun laws, but then look at the state gov't rules.

An FFL 01 is a dealer, a FFL 03 is a collector.
