Aaron, it's not a official German Army issue holster, but I do believe it is what the seller says it is..."authentic Artillery Luger holster". It's simply a nonstandard holster and I would bet it was made in Germany. Will wait for Jerry to make the call on that.

Aaron, George...This holster appears to be authentic to the period. It is made in the German style and with German methods. Notice the stitching on the closure strap, same as that found on Military holsters except for the center stitch. This little detail could be an oversight or it puts it a little later, like the Weimar period. That would be my guess.
The buckle and strap are most certainly German and appear to have good patina. The stitching is linen flax so I believe this to be a 1920-1930 Commercial Artillery.German made. A pretty desirable holster for someone who wants a commercial from this period. Nice quality too...Seems to be in tip top shape for it's age. Hope this helps, Jerry Burney
